Dresden Files Baltimore
White Council presence in Baltimore is minimal. In addition to the minor talents who hang out at One World Cafe, Ezra Tobin is the active Warden (although his predecessor, Wayne Roberts, is insufficiently deceased), and PERSON works part-time for Special Investigations as a ghostbuster. The closest that the White Council has to a local headquarters is the Greenmount Cemetery, the local Warden safehouse.
Finally, living in his old estate is Mr. Montrose, one of the oldest wizards in North America. Decidedly reactionary even by White Council standards, Montrose has been quietly eased out of any actual power or responsibility for anything (his last official job from the White Council was to watch over the African slave trade to make sure that the White Court Vampires stayed away from it. Technically, that’s still his active job, and anyone working in that area is required to report to him regularly).
Baltimore is also a local centre of the Metromancer Cabal, a group of (predominantly) focused practitioners who use probability-based thaumaturgy to control and influence the public transit systems over much of the American east coast.
